I don't know if you can do this by just putting the e-mail into an Outlook folder.  But, you could use an Outlook flag to trigger the rule.  You can setup a rule to trigger on "Assigned to category category".  Then create a custom category for this action.

It would be a two step process, moving the message to a folder then setting the category but it might work for you?

I see the problem now.  These rules only trigger as soon as the mail arrives and not after you have assigned the catagory.  Making this last part work is a bit tricky as you can't do it natively in side of Outlook, you will need to run a script that will automatically process Outlook rules.

I haven't tried this myself but here is a link to a site that has code that should make Outlook run your rules. Then you can use a scheduled task in Windows to run this.  So basically, you will set the catagory and then when this task runs it will move them along.  Not the cleanest solution out there but might work for you.  I'm not sure how much you like to code stuff.
