My Outlook usually syncs with my Hotmail account without difficulty. Every once in a while it wants to load all twenty thousand emails in my Hotmail account onto my Mac even though they were loaded at one time. This is  a pain, as you can imagine how long loading that many emails takes and then I have to delete all of them. Trying to turn off sync does not work.

Which version of Outlook are you using?

Which account type are you using with your hotmail?

You can try to create a new mail profile to check the result.
