Is there a way to override blocked auto-forwarding of emails for select users in Exchange 2010

I haven't tried this but doesn't traditional method work that we used to follow in Exchange 2003? - http://support.microsoft.com/kb/317652

Create a contact and set forwarder with "Deliver message to both forwarding address and mailbox" http://technet.microsoft.com/en-us/library/dd351134%28v=exchg.141%29.aspx
