Pin Recovery depends on support by the mobile device O/S, not Exchange per se.

yes I understand that, that was the case in 2010 as well but it doesn't answer my question.

Let's assume that all our phones are supported

I did find this:

Get-MobileDeviceStatistics -mailbox:email@domain.com -showrecoverypassword:$true                                   but it didn't return the PIN and its not end user friendly.

it retuned a bunch of stuff but not the password, I have a new Windows phone and it does show the recovery password.

Hi,

Basis on the Microsoft document, ActiveSync in Exchange 2013 allows users to generate a recovery password. This recovery password is saved on the mobile device and is used when a user forgets their password. The user generates the recovery password at the same time that they generate the device password or PIN. This recovery password can be used to unlock the mobile device. Immediately after this recovery password is used, the user will be required to create a new PIN.

Please run Get-ActiveSyncDeviceStatistics (also run Get-MobileDeviceStatistics) with ShowRecoveryPassword parameter will returns the recovery password for the mobile phone. For your reference: https://technet.microsoft.com/en-us/library/aa996908(v=exchg.150).aspx

Meanwhile, please run Get-MobileDeviceMailboxPolicy | FL Identity,*Password* to ensure the configuration about mobile device mailbox policy. Try to set PasswordRecoveryEnabled to true for testing.
If the issue persists, please contact Exchange Mobility and ActiveSync Team so that you can get more professional suggestion, for your convenience:

Thanks for your reply.

So from what I've gathered:

The recovery password is no longer available via users webmail > options

password can be viewed with exchange admin and PowerShell however nothing dispalys if not compatable (even Windows Phones) No current list public at this time for compatible devices.

Hi,

The reason why the Show Recovery Password option is unavailable in OWA, is the users device doesnt support the Password Recovery feature. Password Recovery is a shared feature between client and server. If the client doesnt support the feature, the Show Recovery Password is disabled. This behavior is by design.
When the Exchange ActiveSync policy is applied, an element thats called PasswordRecoveryEnabled is set to 1 and sent to the client. If the client doesnt support password recovery, it will ignore the policy as described in PasswordRecoveryEnabled.

For your question, please contact Exchange Mobility and ActiveSync Team for further troubleshooting as I mentioned above. Thank you for your understanding.

Thanks
