Performance Monitor Values and Translation
Using this site for counters:http://technet.microsoft.com/en-us/library/ff367923.aspx
Their values, for example:
\MSExchangeTransport Queues(_total)\Aggregate Delivery Queue Length (All Queues)
Shows the number of messages queued for delivery in all queues.
Should be less than 3,000 and not more than 5,000
They use thousands and this counter inside performance monitor value is in decimal, .335. Do we take that value and times it by 1000 to get the value to match theirs?
Also there are some measured in MS. The values in performance monitor are determined by what and how do you determine what they should be converted to to match the values on the site provided by Technet?

No. If you have two message in the queue the value should be 2.000 not 0.002.

No. If you have two message in the queue the value should be 2.000 not 0.002.

Not really because performance monitor shows .335. The values in performance monitor are not in the same format as they are in the technet article.

Castinlu is correct, it will be using the whole value, you don't times anything. The reason you're seeing .335 instead of a whole value is because you're looking at the average. The last and maximum will always show a whole value (you have 1 message in the
queue for example you'll never have half a message in the queue) The average function will be using the last value to calulate averages and taking into account 0 values.
