As Microsoft allows to share a folder by creating it as Public folder. But at the same time it too marks some limitations for the user. The real powers lie in the hands of the admin. He is the one who can provide various rights to the clients or owners.
So if you are working as a client, then you have to look for what all rights are provided to you, to make further changes in the folder.
