Persistent message keeps reappearing after deleting from message queue
A user attempted to send an 80MB attachment to a Hotmail account late yesterday. I have deleted all instances of the message from his inbox and deleted the message(s) from the outbound queue. However, the message keeps reappearing in the queue and causing severe performance issues with the Exchange server.

Hi,I understand that you want to clearly delete the email with huge attachment, is that true?
First please try to use Queue Viewer to check if this message is in the queue. The following article introduce a lot of information about outbound message troubleshooting method, especially the “What queues should I monitor” part.

Please use MFCmapi.exe to clear the outbox folder for this user.
Note:
1. We need to login the user’s mailbox via MFCmapi.exe and double click mailbox.
2. There please find IPM_SUBTREE under “Root-Mailbox”.
3. Double click the outbox and then delete the item you find there.
After that please restart Microsoft Exchange Mail Submission services and then check the issue again.
