Possible bug with Manage Full Access Permissions
So I wonder if this could be a bug. Using the method described in this article a number of users have access to shared inboxes. Problem is that when you do a local move request to a new server/database the access to the inboxes stops working.
The fix is to remove full access permissions then re-add them.
Seems Autodiscover does not update correctly on the Outlook 2010 Client, the users primary inbox is accessible just none of the automatically added inboxes.

I think do a local move will not affect full access permission to work.
Did you check the full access permission after you move mailboxes?
If you still see the full access permission there, I suggest you use OWA to test again (access to shared inboxes).
