Hi,
Based on my test with my local environment (Windows 10 10240bulid & Office 2013 15.0.4745.1002 ), this feature is working fine. If you have not installed the latest Windows/Office update patches, please install them first.
Then, this issue might be caused by the third-party service, please try the following steps:
1> Press "Ctrl+Windows" key on keyboard for Run prompt.
2> Type "msconfig" and click on "OK"
3> Click on "Services" Tab and Click on "Hide all Microsoft Services"
4> Click on "Disable all" and Click on "Apply" & "Ok"
5> Click on "Restart"
6> Convert the file.
7> After conversion repeat the Steps 1 to 5 for enabling the services again.
If this issue still exists, please try to check the event log if there is any error message logged.
