We want to prevent that certain users will be prevented to deleting mails items from their own mailbox. Is it possible? I know that with a shared mailbox it can be done...

An option could be use some GPO, but this does not prevent to delete mails from OWA...

I agree with Jacolex and AMit.

Based on my search, I have found no other method to achieve your requirements.

So we have to use in-place Hold or Litigation Hold to accomplish the goal.
