Hello do both this commands prevent users from completely deleting e-mails: -litigationholdenabled $true -RetainDeletedItemsUntilBackup $true they both prevent loss of e-mails right ?

Hi, The answer is yes, but I prefer to litigation hold, because the deleted and changed items will return in a discovery search.
