We recently migrated from Exchange 2007 to Exchange 2013. Since migrating the forwarding rule created using the Folder Assistant are not working. The issue only seems to be with the Leave Message Intact option. The other two options forward messages just fine. I'm at CU6.  Does anyone have a solution for this issue?

Currently, there is no official document about this issue.

As a workaround for this issue, you can set a rule from server side using the following command.

Set-MailPublicFolder PF-NAME ForwardingAddress PF@domain.com DeliverToMailboxAndForward:$True

I'm having the exact same issue.  Is there a workaround for this or is it by design?  A server side rule won't work for us because we need to forward the emails based on various criteria (from, subject, body text, etc.).  We really need to use the "Leave Message Intact" option because we must have the forwarded emails come from the original sender.
