Public Folder Vs Shared Mailbox for my requirements 2013 OWA

My requirements for Exchange 2013 CU2 are as followed:

A shared folder in which mail messages imported from other systems are stored in a processing folder for a given project and then filtered out into sub folders, based upon a filter match. Each user will then access these folders to view the messages.

  • It is important that for each user they have their own read flag set. 
  • When a message is copied from the processing folder to its sub folder, if a message is copied to multiple folders then when a user reads the message in one folder the read flag is preserved across the other copies. 
  • If a new folder is generated due to a filter match then all users with permissions to view the parent folder are automatically subscribed to the new folder.
  • From OWA being able to search across either a single folder or all sub folders.
  • Each user is able to modify the filters set for each project.

Currently I am split between public folders and shared mailboxes. From what I can tell (cant test as my vps has died) the shared mailbox will allow for me to do everything apart from per user flags. If so Is it possible to add the shared mailbox to a users folder listing in OWA via the shell?

From what I can tell with public folders it will do everything apart from searching across sub folders, proper indexing automatic user subscription and managing the filters from OWA.

Am I correct in my assumptions for the limitations of both public folders and shared mailboxes?
