Do you mean a public website there can be one. If you mean a sharepoint site you can and users who do not have office 365 accounts will need a windows live id at least until some time ago. I believe the process of allowing other mail addresses is going on as we speak.

Public sharepoint site can be only one with one subscription but we can create multiple private sharepoint site rather than public sharepoint site
