Hi,
Router can act as ISA to forward client request to Exchange.
We need to perform the below steps to clarify this issue.
First please try to browse http://exchange_server_name/exchange locally to see whether it is a OWA virtual directory issue.
If we can browse that web page, then we assume it could be the owa publishing issue.
Since OWA relies on the HTTP protocol, so make sure that port 80 has been open for it.
Besides, Id like to know something information about your scenario.
1. Whether the external URL for OWA worked before you disabled ISA.
2. What Cisco Router you are using now?
3. How did you publish OWA, only forward request to Exchange Server?
4. How did you disable ISA, just stopped the services, uninstalled it?
5. Which port has been opened?
Hope it helps.

R/ In my intranetI can access successfully to the virtual directory and use the owa service

R/ I suppose that.... a publishing issue. For this reason I want to know if is a ISA problem or not.

R/ No, previously we didn't have any publishing app or service behaind de internet.

R/ I never intalled the ISA server in my SBS...
2. What Cisco Router you are using now?
R/ Cisco 2811
3. How did you publish OWA, only forward request to Exchange Server?
R/ Yes and also I did a little configurtations in the IIS and the dns paths
4. How did you disable ISA, just stopped the services, uninstalled it?
R/ Well, I have not seen the necessity to activate the service, because we already have a router doing the same thing that would do the ISA.
5. Which port has been opened?
R/ In my router I opened 80 and 443
Thanks in advance for your help

More information share with you:
ISA can secure OWA better than any other method. This is because it talks actually looks at http at a higher level on the osi model. Before the requests are forwarded, ISA has talked to the OWA api's and authenticated you.
With a router, you would redirect and permit port 443. IIS would be on its own (for the most part) for securing the transaction.
