If you open a web publication originally produced in Pub 2003 (or any version prior to 2010) then the web tab and all the functionality associated with it will be visible. Then after editing the publication go to File > Save and Send > Publish HTML and save your index.htm and index_files folder to your local hard drive where you can find them. Then upload those new web files to your webserver using a FTP clients such as FileZilla.
MS started deprecating the web functionality of Publisher as of Pub 2010 and stripped even more from Pub 2013 so it is probably time to plan on moving to a different program to produce your web. Look at Expression Web, WordPress and Serif WebPlus as just
three alternatives. WebPlus is most like Publisher.

Thanks David, You confirmed what I thought to be true. Isn't that just great! I paid extra to "upgrade", wiped out my old version, and find I have actually paid to "downgrade". Thanks Microsoft!
