The decision to put a message in the Unreachable queue is made during the routing phase of categorization. If a routing path cannot be calculated for a message during the routing phase, the message is sent to the Unreachable queue. Please try the steps below to solve the problem. 1. Please check if Inheritable Permissions have been removed from either the Exchange Server object or from the Mailbox Store. a. In Exchange System Manager, go to the properties of the server object, open the Security settings and enable the "Allow inheritable permissions..." checkbox if it is unchecked. b. In Exchange System Manager, go to the properties of the mailbox store object, open the Security settings and enable the "Allow inheritable permissions..." checkbox if it is unchecked.
