Quick steps can't be viewed in shared mailbox

Issue:

3 users have access to a shared mailbox (Exchange 2013); two of the three users accessing the shared mailbox can see the quick steps, one can not.  All three users are using Outlook 2010, same build number and updates.  I added myself to the shared mailbox, and I too can not see the quick steps.  Any/all assistance is appreciated with this

Update:

When opening Outlook (2010 or 2013) as myself with rights to the shared mailbox, I see all of the emails and folders, but  I do not see the Quick steps.  I created a new mail profile which accesses the shared mailbox alone (I can't see my mailbox), and I now see the quick steps.

Update:

I used the steps in the TechNet article https://social.technet.microsoft.com/Forums/en-US/139d685c-93f1-4942-9f1d-aa1293229686/sharing-quick-steps-in-a-shared-inbox?forum=outlook which instructs how to export/import the data using the MFCMapi tool.  While I was able to export the quick steps out of the shared mailbox and import them into the user's Outlook profile/mailbox, this really wasn't the solution we were looking for.

The question remains, why did the user not see the quick steps in the first place while accessing the shared mailbox, and what is the fix to allow that.
