RBAC and Message Tracking Tools doesn't launch
Hi all, this is my first post to Microsoft forum, Hope I post at the right place and someone can help here
Here is my question, since I just migrate to Exchange 2010 from Exchange 2003, I cannot open Role Based Access Control (RBAC) User Editor and Message Tracking. whenever I open them, it always pop up with a message said it is unavailable.
P.S. I don't have an edge serve setup yet.

Brian, my admin account does have a mailbox setup, I wonder is it something related to IIS7

When I open the exchange management console, under the Toolbox category -> there is 3 subcategory showing...
1. configuration management tools
2. mail flow tools
3. performance tools
so when I tried to open the Role based access control under configuration management tools,
it will say Role Based Access Control (RBAC) User editor is currently unavailable.
when I open the message tracking under mail flow tools, it will say Message Tracking is currently unavailable
I tried to restart the whole server and also make sure updates with all patches. And still doesn't help.

All Exchange 2010 SP1 here...still having this issue. Can't see anything stopped or unavailable so not sure what is going on.....

Just to confirm what others are saying sp1 did not fix the issue for us.
Out of interest have you all configured external settings in exchange as we use UAG (based on TMG) to publish so exchange is not directly on the net as such so we didnt feel the need to use that part.http://www.edugeek.net - The I.T. Professionals life line

did anybody find a solution to this?
I also get the "Role Based Access Control (RBAC) User Editor is currently unavailable" error message. I want to add a domain user to The Organization Management role group. apparently if I do that from the AD User and computers snap in is not sufficient.

My prroblem is:
I have a problem with
opening any tool on exchange 2010 sp1 toolbox and only
user with high level permission (such as Enterprise Admin)can open any tool and
explorer data under "CN=Org Name,CN=Microsoft
Exchange,CN=Services,CN=Configuration" and errors as below based on Tool:
1.Best Practice analyzerNo
exchange administrative
group were found in the organization
2.Message Trackingmessage
tracking is currently
unavailable
3.Tracking log explorer"Failed
to connect to the
Microsoft Exchange Transport Log Search service on computer..."
"...Verify that the Microsoft Exchange Transport Log Search service is
started on the target computer."
4.Role Based Access Control (RBAC)Role
Based Access Control (RBAC) user Editor is currently unavailable
So any domain admin account on any child domain has
exchange server on his/her site will not be able to open any tool on exchange
2010 toolbox therefore I have tried to
add one of child domain admin account (administrator account ) under
"CN=Org Name,CN=Microsoft Exchange,CN=Services,CN=Configuration" on
ADSIEDIT with full permission and inherited but this doesnt solve the problem.

Add the account to Public Folder Management group on
CCG.local

This issue has been caused by some bad manupilation of IIS. i have the same issue when trying to sort out an issue on access denied on owa. i was told to type a command on the exchange shell which dealt with the virtual directory. it erased some
of them . it has been since that i cant use my exchange tools.
i the logs its says:
