We have an application process where we receive 1500 applicants. We also have 400 reviewers to go over the applications. We want to assign 4 or 5 reviewers per application in our process. Is there a way to formulate that process in excel?

If you need to write an application and get the result with code? Or if the file is shared and you need the users have different permissions?

And could you tell me the meaning of assign 4 or 5 reviewers per application in our process? Do you want only the 4 or 5 reviewers can preview this excel file? Or the 4 or 5 reviewers with the permission of editing and other users can only preview the excel file?
