Read Receipt issue
I am having a bit of a stumper that I can't figure out on my own to this point. Only having the problem between a particular set of users (call them Sandy and Irene). Background: Exchange 2003 Sp2 (Build 7638.2) Clients: Sandy is using Outlook 2003 and Irene is using Outlook 2007, both in Online mode (IE, not Cached Exchange mode). Irene has the global option turned on in outlook to request read receipts. 1) Irene sends an email to Sandy which of course should include the read receipt request. 2) Sandy opens the email and is prompted to respond with a read receipt as expected. She chooses to do so and the dialog box goes away and she is left with the email she was sent. 3) Irene never gets the read receipt. Irene can get them from anybody else we have tested with so far, but not Sandy. Sandy can reply and send responses back to everybody that requests them (that we have tested with of course), but not to Irene. 4) What might be the smoking gun is the fact that I can't see the emails from Sandy hit the Exchange server. Her other emails yes, but the read receipts never come through in the Message Tracking Center. To Irene that is. I can see the test receipts going to other people. I have cleared Irene's rules out using MFCMapi and then re-imported the rules, no change. I have used MFCMapi to check Sandy's outbox for stuck Read receipts without result, it was empty. My plan of attack for tomorrow is to take a hard look at Sandy's outlook and maybe try a repair or something, possibly deleting her Outlook program folder to really clear it. I don't know, it is such an odd issue. Can't tell if its a client or server side thing. Anything worth doing is worth doing right.

Hi TowedJumper, Since only these two users have this issue, I suggest you(Disable Outlook connection) use OWA to test for the issue. If this issue not occur when users use OWA, this may a client issue, I suggest you configure Sandy's account on Outlook 2007 client, then go to check for the issue.
