Recipient Update Service Exchange 2003
Recently, when creating new user accounts, the email addresses are not populating in the account, resulting in the account not getting added to the Global Address Book. In the Application event log on the Windows 2003 R2 Exchange server I see this

James, I looked at several of the newest accounts created and confirmed this options is selected for all of them.

See if the below help, also update the logging if not already done and check event logs.

Hi,
1. Could you please run ExBPA for the permission check and health check to release any errors?
2. Run Setup.exe /domainprep to reset all the permission for the exchange server.
