From the description, user a was added as the delegate of user b, and user a was set to receive copies of meeting-related messages for user b. However, after the delegate permission has been removed, user a still gets these messages, am I correct?
If this is the case, this problem may occur because the delegate is represented by a rule that is hidden in the mailbox. The delegate rule is "stranded" in the information store.
To resolve the issue, use the MFCMAPI tool to identify the delegate rules and remove them:
1. Download and start MFCMAPI tool:
2. Go to Session -> Logon and choose/create the MAPI profile that contains the mailbox with the delegate rule you wish to delete. You can log on with the mailbox credentials or administrator credentials that has full mailbox access to the mailbox.
3. Go to QuickStart and select Open Rules.
4. Find the rule whose PR_RULE_PROVIDER is SCHEDULE+ EMS Interface and delete it.
5. Have the user clear their delegate list, restart Outlook, and then add in their delegates again.
