Hi Kumar,
I understand that you have lots of disabled users in the Active Directory. Recently, after changing node 2 on the cluster, lots of NDRs and event ID 9548 logs were received. You have tried solutions on KB article (ID 555410), but it still exists. If I have misunderstood, please feel free to correct me.
After checking the article 555410, it suggests us two other links as below.
http://support.microsoft.com/kb/278966
http://www.msexchange.org/articles/NoMAS-Tool.html
Currently, I am not sure whether you have tried them all, so please clarify below questions about the steps you tried.
1. Did you follow steps from 1 to 4 for all the disabled users in your AD as the first link indicates?
2. Have you read the second link about NoMAS tool?
In my opinion, its time-consuming to resolve it without a tool or update if there are lots of disabled users in the active directory.
According to my research, regarding the MSExchangeIS event 9548, a hotfix is available to modify the way that Exchange Server 2003 handles a disabled Active Directory user account that is associated with an Exchange Server 2003 mailbox. please refer to below two KB articles for more information.
For Exchange 2003 SP1
http://support.microsoft.com/default.aspx?scid=kb;en-us;903158
For Exchange 2003 SP2
http://support.microsoft.com/default.aspx?scid=kb;en-us;916783
It seems that you need submit a request to Microsoft Online Customer Services to obtain the hotfix.

Hi Kumar,
I understand that the event ID 9548 even appears on non-disabled users.
Based on the situation, I highly suggest you apply the hotfix as I mentioned before. You may need submit a request to Microsoft Online Customer Services to obtain the hotfix.
As far as I understanding, you wouldnt be charged for the update/hotfix due to support policy.
