You can reset the customized user settings automatically by using Microsofts Fixit, click the link
Fix this problem to dowload Microsoft Fix it 50274
Click Run in the File Download dialog box, and follow the steps in the Fix it wizard.

To reset customized user settings for excel 2010 may refer to remove registry keys, before that I still have some suggestions to you.
1. Disable both Excel Add-ins and COM Add-ins by File>Options>Add-Ins.
2. Have a repair in Control Panel>Uninstall a program>Select office 2010>Change>Select Repair.

When you restart Excel, a repair operation is triggered to set the settings to the default settings.

I have this same question but I don't have either one of these registry keys.
I have one user with an issue in Excel. I am logged in to her profile but running RedEgit under my Admin account.
The user has no add-ins either so I am attempting the repair step.
