Resource/Room Conflict Behavior in Exchange 2007
Users want a room to process conflicts in this manner (which apparently was working prior to migrating from 2k3 to 2k7):If a recurring meeting runs into a conflict for one or more of its timeslots, the user wants the room to accept and schedule the meetings in the slots where there is no conflict, and reject only the specific instances where a conflict exists.e.g. A user schedules a recurring meeting for Thursdays from 9A - 10A. Another meeting is scheduled in that slot two weeks from now, and again 6 weeks from now; otherwise the timeslot is clear. The resource is rejecting the appointment outright rather than scheduling for the times available and not for the conflicting times.I used this cmdlet:Set-MailboxCalendarSettings -identity %room% -ConflictPercentageAllowed 50Will that give me the behavior I am looking for or will that schedule overlapping meetings so long as the conflicts don't exceed 50% of the recurrances? IOW, will I have multiple groups showing up at a room, each thinking they have the room scheduled?

It should allow a certain number of exceptions to be created for the meeting. You should not end up with double bookings. After changing the configuration are you finding that not to be true?

I haven't yet heard from the users and haven't had time to follow up with them. My philosophy is that if they aren't complaining, then it isn't broken. Nevertheless, I will test and let you know. Thanks!
