Hi,
How do you store your contacts?
- If you only save the contacts in a local .pst file, the only way I can provide is to view them when Outlook is open.
- If you setup an Exchange Account, or an Exchange ActiveSync Account in Outlook, these contacts should also be available on the OWA/Webmail, you don't have to open your Outlook desktop.

Thank you all for responding. Alexey Kuznetsov, I was excited to try your suggestion and copied the needed program files to a thumb drive. After several attempts to start my laptop containing the Outlook contact file I need, I finally got it to boot up in safe mode. Unfortunately the launcher app will not install for me so I was unable to use the ContactstoMSG app. I really need all the contact info my file contains so I won't be giving up on getting to it somehow.

If you have backup of your PST file, you can retreive your contacts from it. Just access your PST files from another system.

Setup your mail account on your phone and make sure it syncs your contacts and not just mail and calenders.
Are you using exchange or POP3/IMAP?
So setup your email account on your mobile device, Iphone or Android device and sync your contacts associated with the account.
Let me know if it works.

The OS (Win7) on the laptop containing my Outlook files is corrupt and will only boot in safe mode. It will not log me on with my original profile and I cannot see (locate) my Outlook files. The laptop will not boot with network access. If I am missing something in your response, please explain. Thanks for your response.

Do you have a mobile device that support email? if so, which device do you have?
Setup your email account on your device. Do you need instructions?

Basically you were using a POP3 account in Outlook, so the contacts were stored in the .pst file.
Since you mentioned you can access to the computer in Safe Mode, check if the .pst file in these possible paths below:
C:\Users\username\AppData\Local\Microsoft\Outlook
C:\Users\username\Documents\Outlook Files
Once you find the .pst file, you can move it to other computers to open it from Outlook.
