Room Mailbox issue in Exchange 2010

Hello,

We have the following example scenario:

I invite user 1 and user 2 to a meeting. They both accept. I then decide to remove user 1 and invite user 3 instead. If I dont change the location of the meeting I get this option which results in user 1 getting the cancellation and user 3 getting the invite:

However, if I change the location of the meeting, I do not get the option above so user 1 does not get the cancellation and the meeting remains in her calendar. Is this an Outlook bug and is there a fix for it? Its causing a lot of inconvenience especially when inviting meeting rooms because the cancellations dont work and so the meeting rooms continue to be marked as busy.

Did you try this on OWA ?

I tested in my OWA, it can recieve the update message. Please check if it can't sync with Exchange, try to click send/recieve and also check sync issues fodler via clicking folder list.
