Rule on Outlook 2003 cross different domain
The scenario: A from X company with email a@Xdomain.com, he creates a rule to forward some of the incoming emails to Y company. He also creates a contact forward@Ydomain.com on Xdomain. So, any incoming emails to a@Xdomain.comwith specific condition will be forwarded to forward@Ydomain.com and Y company users can receive.Issue: forward@Ydomain.com is working alright manually without the rule involved. Howeverputting the email in the rule, Y company users can't receive. Nothing happen and no bounce back email.Just wondering why, is it the outlook bug? Any idea would be appreciated. Thanks.

Follow below steps to enable the same.
Exchange 2000/2003:
Open Exchange System Manager
Expand your site-> Global Settings-> Internet Message Format
In the right pane right click Default and choose Properties-> tab Advanced
Here you can enable or disable the automatic replying/forwarding

Create a contact(External user Info)in Active directory users and computers, once done on the user's properties tabs in Active Directory users and computers, go to Exchange General > Mail Delivery, and add that contact as a forwarding address. Also, be sure to check the Deliver messages to both recipient and alternate recipient checkbox.
