You have the wrong end of the stick. You've been researching space in the store or the size the store can grow to. The message suggests that the mailbox is over the quota. The mailbox size limit is 250MB. The mailbox in qustion is 10MB.

So, the problematic user used 10MB mailbox size, and the only configured size limit is 250 MB for all mailboxes, right? Does the issue happen permanently to this problematic recipient? Does the issue happen permanently when attempting to send the messages from reported external domain to all your mailbox users? Does the same issue happen with other external domains?
