Just for info, if you're trying to install Exchange 2007 SP1with Windows Server 2008 R2 (build 7100) and you get this error message when attempting to install the Mailbox role, if you right-click on the setup.exe file and cloose the run it in compatibility mode (I chose Vista SP1) then the mailbox role successfully installs.RobinRobin Wilson

In my particular scenario Robin's answer was the exact solution I was looking for. Chose Vista SP2 mode to install and it went all smooth../Cheers-Sener

Thank You Robin!!! I'm sure you saved me a LOT of trouble. I can confirm that the same error occured while installing Exchange 2007 SP1 on a RTM version of WS Enterprise 2008 R2, and Robin's fixed worked like a charm.

I'm not sure at what point this thread started talking about 2008 R2, but:
It is now widespread knowledge that Exchange 2007 is not supported on Windows 2008 R2.
Unless this is in your test lab or home environment, I would strongly advise against deploying this in a production environment.
UPDATE FROM NOVEMBER 2009

I'll reply to myself, and thanks to Mike for the warning. We need an Ex2007 box in a hurry, and to give it some longeveity I was going to put 2008R2 as its OS. Now read on the You Got me at EHLO site that Ex2007 SP2 will not work on Windows 2008R2, which infers there may well be support issues in the future even if Ex2007 SP1 currently works on it. Shocking decision IMHO.No warnings during the install either - rip it up and start again after posting a few moansIn fact it will almost certainly stop me from ever installing Ex2010 in the future as my principle server would no doubt require an OS upgrade. Looks like I'm stuck with Ex2007 for a few years to come now. Exchange (S)____ aside its good product though so no real problems with that decision.

My setup has been rock solid so far except for having to run setup in vista compatability mode.
October 6th, 2009 4:39pm
Chalk up one more person the compantibility mode install worked for. My environment is 2008 Server R2 running within 2008 Server Hyper-V environment. I only had one drive on the server so moving the databases around wasn't going to be a solution. I chose Vista SP2 as the compatibility model.Mark

OK, after finding several conflicting articles as to whether Microsoft is going to support E2k7 on Server 2008 R2, I decided to follow the instructions except I used Windows Server 2008 SP1 compatibility and it also completed successfully. The very next thing I did was download E2k7 SP2 and tried to install. It very clearly states that the installation is not on an supported operating system. Since this is an enterprise that I extremely value the possibility of getting support on I highly recommend not going forward with the installation. It is time to make the decision to move to Exchange 2010 or make the base OS Server 2008, not R2. james . Curtis

It also isn't allowing a clean un-install of Exchange 2k7 SP1 because it was 'forced' in. New error message when trying to uninstall is 3221685466. james . Curtis

Hello JamesThe fix for this is as follows:Open regeditNavigate to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Exchange\v8.0\Mailbox\Find a registry key with a value of "Uninstall" and change it to "Install"Can't remember where I got this from but I believe this will allow removal of the mailbox role if this is the role it is failing on with that error ID.RobinRobin Wilson

James has offered the best solution since E2k7 is NOT W2k8 R2 compatable I would install it on a W2k3 sever or if you want to keep your W2k8 server one listed below. In my case I'm going to try installing a supported virtual server on the W2K8 R2 server using Hyper-V.
Always check the system requirements before you install.
Excerpt from E2k8 System requirements Document:
Although you cannot install Exchange 2007 RTM on a server running Windows Server 2008, Exchange 2007 RTM is supported for use with Windows Server 2008 directory servers. Similarly, Exchange Server 2003 Service Pack 2 (SP2) cannot be installed on computers running Windows Server 2008, but it is supported for use with Windows Server 2008 directory servers.
Contrary to "Although you cannot install Exchange 2007 RTM on a server running Windows Server 2008" the following list indicates that that infact you can.
Supported 64 bit servers ... One of the following:
Windows Server 2003 Standard x64 Edition operating system with SP2
Windows Server 2003 Standard x64 Edition with SP2, with Multilingual User Interface Pack (MUI)
Windows Server 2003 Enterprise x64 Edition operating system with SP2
Windows Server 2003 Enterprise x64 Edition with SP2, with MUI
Windows Server 2003 Datacenter x64 Edition operating system with SP2
Windows Server 2003 Enterprise x64 Edition with SP2, with MUI
Windows Server 2003 R2 Standard x64 Edition operating system with SP2
Windows Server 2003 R2 Standard x64 Edition with SP2, with MUI
Windows Server 2003 R2 Enterprise x64 Edition operating system with SP2
Windows Server 2003 R2 with SP2, Enterprise x64 Edition with SP2, with MUI
Windows Server 2003 R2 Datacenter x64 Edition operating system with SP2
Windows Server 2003 R2 with SP2, Datacenter x64 Edition with SP2, with MUI
64-bit edition of the Windows Server 2008 Standard operating system
64-bit edition of the Windows Server 2008 Enterprise operating system
64-bit edition of the Windows Server 2008 Datacenter operating system

I think to get Exchange 2007 to install on Windows Server 2008 RTM you have to slipstream SP1/SP2 into the Exchange 2007 RTM installation disk (extract it to the hard drive, run a command to slipstream and burn a new disk) and then it installs.

Hi, Robin
Thanks for the solution . When I installed Exchange 2007 SP1 on a Windows 2008 R2 server, the problem came out. After implementation of your solution to set the setup.exe compatability mode , it works fine.

Thanks. I did the same, right click on the setup.exe file and select Troubleshoot compatibility mode.
It asked me what OS did it last work and I select Vista. Worked on my Exch installation!
I wanna ask, is Exchange 2007 SP1 still unsupported on 64-bit edition of the Windows Server 2008 R2 Enterprise OS? This is my test lab.
Tks!

The only effective and repeatable solution to this when installing Exchange 2007 on Windows 2008 R2 64bit is use
E2K7SP3EN64.exe (Exchange 2007 SP3 64bit):
http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=24111
This is the only Exchange 2007 service pack that is guaranteed to run in Windows 2008 R2 64bit.
