What version of Outlook are you using? Make sure you are using the SCANPST.EXE from Microsoft, the location of this tool should be:
Outlook 2013
32-bit Windows C:\Program Files\Microsoft Office\Office15
64-bit Windows C:\Program Files (x86)\Microsoft Office\Office15
64-bit Outlook C:\Program Files\Microsoft Office\Office15
Click-to-Run C:\Program Files\Microsoft Office 15\root\office15
Outlook 2010
32-bit Windows C:\Program Files\Microsoft Office\Office14
64-bit Windows C:\Program Files (x86)\Microsoft Office\Office14
64-bit Outlook C:\Program Files\Microsoft Office\Office14
If you have confirmed it's the SCANPST tool from Microsoft, there may be some component corrupted of this tool. Rename it to SCANPST.OLD, then go to Control Panel -> Programs and Features to repair the Office installation, a new SCANPST.EXE file will be created, then check the result again.

You have to Click the check box before"Make backup of scanned file before repairing"
The scan creates a backup file during the repair process. Browse to select the file you want to use. Now Click Repair.

Apologies - my "alert on Posting" was set off in error
NOTE
the issue is not backing up - it is that the REPAIR button is missing
Yes I am using the correct version of ScanPst
After the form I posted (above) is shown - if I close and then rerun ScanPst - the REPAIR button does appear
