What you are looking at is the default setting for containers in OneNote. Everything you create in OneNote will become a container. Thes containers are indeed placed on pages and pages are placed in sections. In your case i would just add the file to the page. That way it will retain its original form (as you like document style).
It is possible though to create one container which contains the text. That way it looks like a file. To combine multiple containers select the first container then hold the Shift button and 'drag' the other container to the first container. This will merge the two containers.

The Shift button thing did not work for me and the link is not what I am looking for (already tried that).
Let me make sure we are talking about the same thing when it comes to pages. You are saying "container". Is that the "page" within a page?
Better yet, let me walk through this...
I create a new section, that shows as a tab across the top. I will leave it as "New Section 1". When I click on "New Section 1", to the right is a column that has "+ Add Page" at the top. Under that is "Untitled page"
and that shows me a blank page with nothing but the date and time. Now I open a .doc file and do "Send to OneNote". I select "New Section 1" as the location and insert the file. Now I am looking at my .doc file in OneNote. On the right
I have a page named the same as the file name I just sent. The .doc file is separated into pages as it was in Word. The problem is these pages are movable. You can select one and move it. The problem with that is, if I make notes and highlights on these pages
and then they get moved or resized...the notes and highlights don't move with the page. I am using a Surface Pro 3 and OneNote is very flakey when trying to use the pen to make notations (but that is an issue for another forum).
So with all that said, these "pages" or are they "containers" are what is causing my issue. The "page" either needs to either stay put or take the notations with it when it moves.
How can I make that happen?

I see what the "containers" are now. And the shift and move option works for that.
However, "Send to OneNote" does not put items into containers, it just lays them on top of the workspace. Its like you have one sheet of notes and then you lay another sheet on top of that sheet, without attaching the second sheet to the first.
I can cut and paste .txt files into a container or onto the page and I get the desired result. This does not work very well for .doc file that have tables of pictures. The tables do not transport cleanly. After further testing of doing a cut and paste into a container I see that it still does not lock notations to the text. So I guess I am not getting the desired results.

As far as I know, OneNote doesn't have a function to group or lock notations to the printout. As a workaround, when we want to move a page, we can use the Lasso Select tool to select all containers you want to move, and then drag/drop to the location you want.
