Can i install exchange 2007 sp3 or exchange 2010 on server 2008 core r2 ?

No.
You require the full version due to what Exchange requires.

Hes sure.
You cannot install Exchange 2010 on Core. See:
http://technet.microsoft.com/en-us/library/aa996719.aspx for the pre-reqs.
When you Googled your answer you probably found:
http://social.technet.microsoft.com/Forums/en-US/exchange2010/thread/dc2992ab-1a70-4d49-96ab-c2ed20c7632f/ which explains a little more. Its kind of skewed to 2007 but you can see that the constraints didnt change.
