I login as Domain administrator accounts. It was working fine long time.

Yes,it is a Domain controller administrator account with all the privileges. I was managing exchange server by using the same account. And also I tried with new administrator account, but the issue was same.
Is either one of those accounts a member of the following group:
"Organization Management"
Domain Admins do not have full rights to Exchange.

As other said, verify the account is member of "Organization Management" that you are using to open EMC.
Also verify that you can run New-Mailbox cmdlet from Exchange Management Shell...

Thank you for your question.
We could delete the profile of domain administrator then login Exchange using domain\administrator to check if the issue persist.
If the issue persist, we could run the following command by order:
- New-Managementrole Name 'Create Mailbox' parent 'Mail recipient Creation'
- Get-ManagementRoleEntry 'Create Mailbox\*' | where {$_.name ne 'New-mailbox'} | Remove-ManagementRoleEntry
- New-RoleGroup Name 'Manage Recipients for Helpdesk' Roles 'Create Mailbox' RecipientOrganizationalUnitScope 'contoso.com/Users'
- Then add this account into this role group by ECP

1) I deleted the user login profile directory in exchange server users and cleared in registry as well.
2) Restarted the server and login-ed exchange server and found the EMC started working.
