Collect info:

2. Is it a standalone MBX server, no other roles on it?
3. Is there any other error in the application log or installation log?
4. The version of exchange you use is 2007 SP1, right? IPv6 is only supported in exchange 2007 SP1

iv. Click Yes in every jumped windows that prompts you to confirm the deletion
2. Check if the "Exchange Servers" group has all the Exchange 2007 servers listed, which also needs to be in the "Exchange Install Domain Servers" group
3. Check the permissions on the policy

b. Expand to Local Policies->User Rights Assignments
c. In the right pane, double-click Manage auditing and security log, see if both the Exchange Servers group and Administrators are listed
