Maybe I cannot understand the issue very well.

The issue you meet is with Visio 2007 or Visio 2013?

And did you mean that the issue doesn't occur in Visio 2007 and it cannot do in Visio 2013?

Your attached isn't attached, so there is  nothing to see. I'd start by investigating v2013 themes (which have had a dramatic effect on some shapes created in earlier versions).
