Some Devices not pulling down E-mail after Database Repair

We experienced an issue earlier in the week that required a repair process on two of our databases.  After the repair completed, two of our users are unable to receive new e-mail on some of their mobile devices.  User A has a Samsung Note 4 and an iPad which are both unable to receive new e-mails, but also has an Android tablet which is still able to receive them.  User 2 has an iPhone 6 which is unable to receive new e-mails and an iPad which can receive them we have done the following trouble shooting:

Added both accounts successfully to a iPhone 4 and received mail on them.

Removed the accounts from the affected devices, rebooted the devices and re-added the accounts.  The accounts add and connect with no problem, but never download any e-mail.

Using the Exchange Management Console on the server we have removed the mobile device partnership, removed the account from the phone, rebooted the phone and then re-added the account with no change in behavior.

Factory Reset the phone then re-added the account with no change in behavior.

The issue appears to be specific to these devices for these two users, no one else on our exchange appears to be experiencing them.  Any suggestions for further troubleshooting or resolutions are we

If you ran eseutil/p against the databases, I recommend you create a new database and move mailboxes to it. Repaired databases should not be run in production.

Typically after running a repair, an offline defrag and isinteg ( Or new-mailboxrepairrequest in 2010/13) should be run against the repaired database at a minimum since repairs can cause data loss and leave it in a funky state.

But, I would just do the simple thing of creating the new DB and move mailboxes so you have no further down time.
