I would like to seek advise on this issue, Some of the users can telnet in to MX using port 25, where they can send spoof emails. Is there a way to prevent them using telnet to the mail server?

how can i prevent sending emails using telnet.

Telnet makes no different from other email client or server who send email to your organization. There's no way to prevent telnet while still allowing other email servers.

What you need is to implement anti-spoof on your MX.
