Strange scrolling behavior with outlook 2013

I have some strange behavior going on with one of my users desktops.

New dell OptiPlex 3010 windows 7 x64 4gb ram office 2013 32bit. Exchange 2010 dag ru9

For some reason when she loads outlook 2013 the first 4-5 folders under her account start scrolling very fast constantly. Almost like having a 5 option data box and holding the down arrow. This cycling is also displayed on the outlook window header and if you try to click on the window anywhere the icon changes to the busy circle and outlook is unresponsive shows on the top of the window. If you do nothing and wait a few minutes the behavior goes away and outlook works as expected.

I have tried running a repair and created a new profile for her. under her old profile outlook would randomly ask for her password and search was not working correctly. Her search now works correctly though every once in a while she still gets the login box though no where near as much as she used to. (Login prompt was unusable and would not take even though correct credentials were given.)

Hi,

For the first issue, it's obviously not a default Outlook behavior and seems like being caused by "something else", such as some 3rd-party add-ins.

If the issue still exists with the new profile, please try the following:

1. Start Outlook in Safe Mode:

Press Win + R, type "outlook.exe /safe" in the blank box, press Enter.

If the issue doesn't exist in safe mode, please disable the suspicious add-ins to verify which one caused the issue.

2. Perform a clean boot.

When performing a clean boot, all 3rd-party programs are not running. This helps determine whether background programs are interfering with Outlook.

As for the login box issue, does it prompt for Office Account credentials(From FILE -> Office Account) or the email account? If the credentials are corrupted, clear the credentials from Control Panel\User Accounts\Credential Manager, then check the result again.
