I recently synced my Hotmail account with Outlook 2013, and  I am only able to sync mail that is older than 2012 (incidentally the last time I synced my previous computer's Outlook 2010 with hotmail via the hotmail Outlook connection tool).  Does anyone have any advice on what might be the root cause, and how I can sync the remainder of my hotmail email to Outblook 2013?

Please first make sure the emails are still available on the webmail. As you mentioned you used Outlook 2010 with the account before, make sure the emails have not been removed by Outlook 2010.

Also, by "hotmail Outlook connection tool", do you mean Outlook Hotmail Connector?

If you have confirmed that all emails are still available on the web, please try to reset the view in Outlook. A specific filter may hide these new emails that you will only see the old ones. In the Outlook folder, click VIEW tab -> Current View -> Reset View.
