System messages default language
Until a few weeks ago, whenever one of our users received a system message (NDR, Mailbox size etc.) this was in plain English. But recently a number of users receive this message in Dutch. We have never changed any setting for this, and where happy with the default of English. And for some users this still is English. But still something has changed for the others. Could be related to the 2003 SP2 installation that was done recently. But what do I do now ?
Where do I set the language behaviour and is this a server-based setting or a user based setting ?
Running Exchange 2003 SP2 op Win2003 boxes.

Please understand if a MAPI/CDO agent (such as non-English IE (OWA), non-Exchange Outlook) logs on to a user's mailbox, and the language used by the agent is different than the language used by the user, the logon will change the MAPI property PR_LOCALE_ID on the information store to the language used by the MAPI agent. While the locale ID will be changed back when the user logs on, this can cause problems in the interim, as warning messages sent by Exchange will be sent in the language specified by PR_LOCALE_ID. For example, a mailbox storage limit warning or an NDR would be generated in a different language than the user understands or prefers.
You can use MFCMapi tool to check the property:
1. Configure a problem user Outlook profile (Online Mode)
2. Run the MFCMapi tool and logon the user profile (Session->Logon and display store table->select the profile)
3. Single click the Mailbox-<Account name>
4. In the lower pane, please locate and check the PR_LOCALE_ID property. Whether the value of the property is 1033.
