Unable to convert Access database 2003 to 2007

I've been trying to convert our access 2003 database over to 2007. Under tools, database utilities, convert database I receive an error message "The current user account doesn't have permission to convert or enable this database".

I have check my security access and do have administrator rights/permissions in the workgroup and user account. Is there something I am missing here because I do not know what to do at this point.

I really need to get this database converted to access 2007.

Do you want to convert Access 2003 .MDB format to Access 2007 .Accdb format?

Since you description,>>Under tools, database utilities, convert database<< these steps seems are used to convert an Access 97 database to the Access 2003 .MDB format. If we just want to convert your .mdb file to the new format (an .accdb file), Office Access 2007 discards your user-level security settings. Please try to following this article to set or change Access 2003 user-level security in Access 2007.
