Hi Sravanakumar,
Based on your description, you said you download data from Oracle Forms 11G application, did you mean you import data from Oracle Forms 11G application? If this issue appeared in other excel files or even a new file?
With your error message, this issue is normal and the reason causes it is different. First please check if your computer have enough memory or disk space. If the memory and disk space is normally, there are another 2 methods you can try:
Method 1
Correcting key in registry.
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders
Set Cache to :
C:\Windows\Temp
You can watch this video and try this method:

Method 2
- Go to Run -> dcomcnfg (for 64 bit: dcomcnfg -32)
- Click Component Services -> Computers -> My Computer -> DCOM Config
- Right-click on Microsoft Excel Application and select Properties
- On the Identity tab select The interactive user.
- Click Apply to save the settings. Restart Microsoft Excel and the issue is resolved
Notes: Some people advice to also give ASP.net Read/Write permissions. You can do this on the Security tab. In my case this was not needed in order to fix the issue.
Please try these methods, and let me know if they work. Im glad to help and follow up your reply.
Regards,
George Zhao
