System: Outlook 2013 Exchange Mode, Win 7

User is unable to empty the Deleted Items folder and when we try, it throws the following error: "Outlook is synchronizing local changes made to items in this folder. You cannot remove this folder until the synchronization with the server is complete."

The two work around available here:

1 - Deleting it from OWA
2 - Uncheck the Exchange Cache Mode

Can Microsoft provide a permanent fix for this as it was working perfectly fine few days back. Thank You!

Hi,

It seems the issue only occurs when you are using Outlook in Cached Mode, we may suspect there's something wrong with the Outlook Data File(.ost corruption). We can run Scanpst.exe to repair the Outlook Data File and check the result:

Or we can simply remove the Data File(.ost), let Outlook create a new one to sync, check if the issue persists.

The location of the .ost file can be found in FILE -> Account Settings -> Account Settings -> Data Files.

I also recommend you diable the anti-virus program and other security-related program to check the result.
