Did the issue occur on all users or the specific user?
Did the user could receive emails from internal?
Is there NDR when we send email to internal from external?
If the user could receive emails from internal, we could check if we could telnet Exchange 25 port from the external. If there is Edge server in organization, we could re-create Edge subscription to check if the issue persist. We could also restart Microsoft Exchange Transport rule to check if receive emails.
In addition, use the link which sniff supply and post error to ibsexc@microsoft.com for our troubleshooting.
