Which version of Exchange server you have?
In Exchange 2003, it is limited to 32KB and you may have to look for some work around as per below KB
Some rules are disabled, and you receive an error message when you try to enable them after you upgrade to Outlook 2007 or to Outlook 2003
http://support.microsoft.com/kb/886616
If you are using Exchange 2007 then default limit is 64KB and you can increase upto 256KB with RulesQuota parameter of Set-Mialbox cmdlet...
Set-Mailbox
