As far as I know, Visio Professional 2013 is free for 60 days.

Download manager has some requirement:
If you have not already installed ActiveX control or the JavaTM applet, an information box will appear in your Microsoft Internet Explorer browser prompting you to install "ActiveX control:...".
If the Download Manager can not install the ActiveX control or the JavaTM applet in your browser, you may have system restrictions. Please contact your organizations Administrator.
If you have trouble downloading the files in Firefox/Chrome, please update to the latest Java-Version and try downloading again.
