OWA is server based web client functionality. There are no options in Outlook (desktop client) that prevent attachments from being downloaded especially if POP3 was in use and the "leave message on server" was unchecked as but one example.We are looking for a way or tool that can convert attachments in outlook to readonly and it should not allow to download to the machine.

You really need to provide some specifics about your environment and what exactly you are ultimately trying to achieve such as
#1 - Are your questions related specifically to an Exchange environment where you want to be able to block incoming attachments at the Exchange server level

Segment 1 where everything will allowed in outlook as normal operation.
Segment 2 where outlook will be allowed but only internal attachments (Sent from internal domain users) and external attachment should be blocked cannot be saved or opened.
As far as I know from Exchange side this is not possible as destination mailbox is same.
But is there something which can be done using outlook.
