In earlier versions I used to be able to access a wide range of sound effects through the clip art / sound effects option.  These were .wav files that I could quickly and easily insert into my PowerPoint presentations. 

I can no longer find these files and do not find Bing helpful at all.

According to your description, I think you are talking about these options that included of PowerPoint 20010 and previously version:

The Microsoft Clip art has been changed in PowerPoint 2013, You can find and insert content from Bing Images and other online sources, such as YouTube, Flickr, and your OneDrive or Facebook page.

If you need to see clip art you stored in the Clip Organizer, and you have Office 2010, you can do a custom installation of Office 2010 to reinstall the Clip Organizer component.
